Abstract:
A coding device for coding an original image, provided with a division unit for dividing the original image into a plurality of regions as blocks and obtaining a plurality of blocks, a determination unit for determining whether interpolation is to be carried out on a per block basis, and a substitution unit for substituting the values of pixels constituting a block for which it is determined that interpolation is to be carried out with values reducing the coding amount of said block, wherein the determination unit uses an evaluation based on the prediction precision of a block image under intra-prediction or inter-prediction and the degree to which regions on which interpolation is to be carried out are generated to determine whether a region on which determination is being carried out should be treated as a region on which interpolation is to be carried out.
