Abstract:
The purpose of the present invention is to provide: a cold-rolled steel sheet that exhibits excellent phosphate treating ability even when a phosphate-treatment solution is at low temperature; a production method therefor; and a cold-rolled steel sheet for annealing. This cold-rolled steel sheet for annealing has a coating of Si and/or a Si oxide having an average thickness of 1-20 nm disposed on the surface of a steel sheet that has a compositional makeup comprising 0.01-0.30 mass% of C, less than 0.10 mass% (inclusive of 0.0 mass%) of Si, 2.0-3.5 mass% of Mn, at most 0.05 mass% of P, at most 0.01 mass% of S, and at most 0.15 mass% of Al, with the remainder being Fe and unavoidable impurities.
