A combustion device where turndown ratio can be maximized, and which is equipped with: an air supply chamber 3 on the upstream side and a mixing passage on the downstream side, which are interposed between a fan and a burner 1; and a zero governor 51 which is interposed in a gas supply path 5 and adjusts secondary gas pressure to a pressure equal to the inner pressure of the air supply chamber. This combustion device is equipped with: two first and second mixing passages 41,42; a first gas outlet 541 that communicates with a narrowed portion 41b of the first mixing passage 41; a second gas outlet 542 that communicates with a narrowed portion 42b of the second mixing passage 42; a first air valve 61 that adjusts the opening degree of an air inlet 41a of the first mixing passage 41; a second air valve 62 that adjusts the opening degree of an air inlet 42a of the second mixing passage 42; and a gas valve 55 that is capable of closing the first gas outlet 541. It is possible to minimize the amount of combustion by reducing the opening degree of the air inlet 42a to a lower limit opening degree with the fan rotational speed maintained at a predetermined lower limit in a low performance mode in which air flows only to the second mixing passage 42 and the first gas outlet 541 is closed.
