The objective of the present invention is to provide a communication device which makes it possible for a roaming call to be connected accurately and efficiently in accordance with the position in which a subscriber is located. This communication device is provided with: a location information acquiring unit which acquires location information relating to a terminal; a receiving unit which receives a call request issued by the terminal; a service identifying unit which identifies the requested service on the basis of the terminal location information and the requested destination telephone number; and a transmitting unit which transmits a response to the terminal if the requested service cannot be provided.
