Disclosed are a communication disaster tolerance method and device, and a base station. The method comprises the steps of: monitoring, in real time, whether a reversal occurs to a link state of a base station and a superior network element; when it is monitored that the link state of the base station and the superior network element is reversed from connection to disconnection, switching an operation mode of a radio frequency unit of the base station to a mobile terminal mode; acquiring base station information about a relay base station; and using the mobile terminal mode to establish a communication link with the relay base station, and using the relay base station to forward a communication message between the base station and the superior network element. According to the embodiments of the present invention, when a link between a base station and a superior network element thereof is broken, an operation state of some radio frequencies is adjusted to an operation bandwidth of a mobile terminal to establish a wireless communication connection with an adjacent base station, so as to re-establish a connection between the base station shutting down due to interrupted communication and the superior network element, thereby guaranteeing a normal operation of the base station.
