Abstract:
A communication management device for managing a communication system manages the communication system including a radio base station which communicates by radio with a plurality of radio terminals including a first radio terminal, and a gateway device which communicates with the radio base station. The communication management device acquires first information relating to congestion of the plurality of radio terminals at the radio base station, acquires second information relating to communication for the first radio terminal between the gateway device and the radio base station, and uses the acquired first information and second information to calculate an estimated value of quality related to radio from the radio base station at the first radio terminal.
