Abstract:
Provided in the embodiments of the present application are a communication method and apparatus, and a storage medium. The communication method may comprise: an access network device receiving first information from an access and mobility management function network element, wherein the first information carries the data size of downlink data of a terminal device that is cached in a user plane function network element or a session management function network element, the terminal device being in an inactive state and being configured with an extended discontinuous reception period by means of the access network device; the access network device determining that the downlink data is small data on the basis of the data size of the downlink data; the access network device sending a first instruction to the terminal device, so as to instruct the terminal device to perform small data transmission; and the access network device sending a second instruction to the access and mobility management function network element or the user plane function network element, so as to instruct the user plane function network element to send the small data to the access network device. By adopting the embodiments of the present application, a terminal device can be supported to maintain an inactive state to transmit data or signaling, so that the power consumption of the terminal device can be saved on.
