Provided in the present application are a communication method and a communication apparatus. The communication method comprises: a primary access network device receiving, from a first secondary access network device, switching trigger condition information of one or more cells under at least one candidate secondary access network device, and sending, to a terminal device, a first message comprising the switching trigger condition information of the one or more cells under the at least one candidate secondary access network device, so that the terminal device can actively switch the cell under the secondary access network device according to the switching trigger condition information, thereby improving the success rate of cell switching, increasing the speed of change of the cell under the secondary access network device, and improving the flexibility of the change of the cell under the secondary access network device.
