Disclosed are a communication method and apparatus. The method comprises: a session management function network element receiving a first message, which is from an access and mobility management function network element, wherein the first message is used for requesting the session management function network element to activate a user plane resource of a first session; and insofar as a process of activating the user plane resource of the first session has been initiated, the session management function network element sending a second message to the access and mobility management function network element, wherein the second message is used for indicating that the user plane resource of the first session is successfully activated. By means of the method, when a process of activating a user plane resource that is initiated by a terminal device conflicts with a process of activating a user plane resource that is initiated by a network side device, an activated user plane resource being deactivated or a first session being released can be avoided, thereby improving the service experience of a user.
