A communication method and apparatus, relating to the field of communications. The method comprises: on the basis of limiting information of the flight range of an unmanned aerial vehicle requested to access, a base station identifies whether the flight state of the unmanned aerial vehicle is legal, so as to determine whether to access the unmanned aerial vehicle. Access management and control of the unmanned aerial vehicle can be implemented.
