Embodiments of the present application provide a communication method and a communication apparatus. The method comprises: a first network device sends first configuration information to a terminal device, the first configuration information being used for the terminal device to perform minimization of drive tests (MDT) measurement on a network where the first network device is located in a non-connected state; the first network device receives first indication information from the terminal device, the first indication information being used for indicating that an MDT measurement result to be reported exists on the terminal device, and the first indication information being further used for indicating the remaining storage time for the MDT measurement result; and the first network device sends second indication information to the terminal device according to the remaining storage time, the second indication information being used for instructing the terminal device to report the MDT measurement result. According to the method provided by the embodiments of the present application, the risk that the MDT measurement result stored on the terminal device is deleted due to timeout can be reduced, so that the utilization rate of measurement resources can be improved.
