Provided in the present application are a communication method and a communication apparatus. The method comprises: a network device sending a first sensing signal and a first communication signal in a first frequency band, sending a second sensing signal in a second frequency band, and sending a third communication signal in a third frequency band, wherein the first frequency band only includes a downlink resource, the second frequency band only includes a downlink resource, and the third frequency band comprises an uplink resource and a downlink resource. The frequency-band combination mode enables a communication device to perform target sensing while performing communication, thereby fusing the communication with the target sensing.
