A communication method and device, used to reduce the probability of random access failure due to contention conflict in a random access process carried out by a terminal side device in a mobile communication system. In the method, any one of terminal side devices in a mobile communication system can transmit random access preambles of N uplink BWPs to a network side device in a random access process, allowing the terminal side device to perform random access on multiple uplink BWPs, thereby increasing the probability of random access of the terminal side device. In the method, the network side device or each terminal side device can perform subsequent random access on any one of BWPs among the N uplink BWPs, thereby reducing contention conflicts between each terminal side device and the other terminal side devices in a random access process, and improving the probability of random access success of each terminal side device.
