Abstract:
According to the present invention, a traffic controller (8) receives from a monitor (7) a first control message generated in response to an increase in total transmission rate of multiple packet flows transmitted from multiple wireless terminals (1) to a specific external network. The controller (8) determines one or more packet flows that are to be subjected to traffic shaping, on the basis of evaluation criteria received from a criteria manager (6). The controller (8) performs control, in response to the first control message, on a base station (2) within a RAN (20) or a packet forwarding node (31) within a mobile backhaul (30) so as to carry out traffic shaping. This configuration enables contribution to adjusting traffic passing through a cellular communication network, for example, on the basis of a monitoring result of the total transmission rate of the traffic transmitted from the cellular communication network to an external network.
