The objective of the present invention is to provide a technique for allowing a future communication quality to be estimated from information of past actually-measured communication qualities without completely covering the communication conditions exerting influences upon communication traffics when estimating the communication quality of a general-purpose wireless communication system.　For achieving the objective, a communication quality estimating device according to the present invention comprises: a communication traffic acquiring unit that predicts a communication traffic amount on the basis of people flow data under a predetermined communication condition; a communication information receiving unit that generates a communication quality estimation model from a first communication traffic amount and communication quality information associated with this first traffic amount; and a communication quality estimating unit that estimates a communication quality based on an estimation condition from the communication quality estimation model and from a second communication traffic amount predicted by the communication traffic acquiring unit under the estimation condition. This communication quality estimating device is to estimate the communication quality of wireless communications used for a movable body related to passenger transportation.
