This invention is directed to simple, quick collections of the data related to macroscopic population flows. An information analyzing device (600) comprises: a number-of-additions information receiving unit (601) that receives, from an RNC (300), number-of-branch-additions information for each of a plurality of combinations of mobile source sector IDs and mobile destination sector IDs obtained by the RNC (300) compiling branch addition reports from a plurality of mobile units (100) with respect to branches added during handovers; and an estimating unit (602) that estimates the received number-of-branch-additions information together with information of the number of population flows from the mobile source sector to the mobile destination sector.
