A transmission device creates control information added by an error detection code for data transmission and creates control information including identification information for identifying a reception device and having no error detection code when transmission channel quality information is required. The transmission device selects one of plural common control channels and transmits control information created by the data creation step via the selected common control channel. A reception device decrypts control information on the common control channel. If the control information relates to data transmission, the error detection code of the control information is used to detect a control information error. If the control information relates to a transmission channel quality request, no error detection is performed and the detection result of the control information is used. When the quality information request is detected, the quality information is transmitted.
