Provided is a control device for an internal combustion engine, wherein the operation state quantity is always relatively close to the target state quantity to a great extent during a transition period in an internal combustion engine provided with two actuators having different response speeds, which are used to control the rotary phase of a cam and the working angle of a suction valve or an exhaust valve. The control device is provided with a hydraulic phase variable mechanism (32b) for adjusting the rotary phase of a suction cam (36), and an electric working angle variable mechanism (32a) for adjusting the working angle of a suction valve (28). During a transition period wherein the operation state of an internal combustion engine (10) varies, whether the change rate of the compressed end temperature (operation state quantity) changed by adjustment of the rotary phase of the suction cam (36) is higher than the change rate of the compressed end temperature (operation state quantity) changed by adjustment of the working angle of the suction valve (28), or vice versa, is determined at a predetermined interval of time. A state quantity following priority control is performed, wherein one adjustment selected from the adjustment of the rotary phase of the suction cam (36) and the adjustment of the working angle of the suction valve (28), for which it is determined that the change rate of the compressed end temperature is higher, is performed prior to the other adjustment.
