This control device 1A mainly comprises a determination means 15A, an abstract state setting means 16A, and a sequence generation means 17A. On the basis of at least one of environment information related to an environment observed within a work space of a controlled device which is to be controlled, state information related to a state of the controlled device, and accumulated information which is information accumulated in relation to a target task to be executed by the controlled device, the determination means 15A determines whether the target task can be completed or not. In cases where it is determined that the target task cannot be completed, the abstract state setting means 16A sets, on the basis of the environment information and/or the accumulated information, an abstract state which is an abstracted state within the work space. On the basis of the abstract state and the target task, the sequence generation means 17A generates a sequence of a sub-task to be executed by the controlled device.
