Abstract:
The present invention provides a control device comprising: a position information reception unit that receives, from a user terminal located inside a wireless communication area, position information about the user terminal through a communication device which is installed onboard an flying body functioning as a stratospheric platform and forms the wireless communication area to provide a wireless communication service to user terminals located inside the wireless communication area; a detection device control unit that controls a detection device in the flying body to detect the state of a region containing the position indicated by the position information; a detection information reception unit that receives, through the communication device, detection information indicating the state of the region detected by the detection device; an unmanned aerial vehicle control unit that controls an unmanned aerial vehicle such that an image capture unit of the unmanned aerial vehicle captures a periphery of the position indicated by the position information on the basis of the detection information received by the detection information reception unit; a captured image reception unit that receives a captured image taken by the image capture unit from the unmanned aerial vehicle; and a rescue method determination unit that determines a rescue method for rescuing a user of the user terminal on the basis of the captured image received by the captured image reception unit.
