Abstract:

Provided is a control device which controls an aircraft having an antenna for forming a communication area on the ground and for providing a radio communication service to a user terminal within the communication area, wherein the control device is provided with a control unit which causes a plurality of aircraft to fly in formation by controlling the plurality of aircraft in such a way that the communication area of each of the plurality of aircraft moves while covering a portion of a pre-determined target area, and the entire target area is covered by the plurality of communication areas of the plurality of aircraft.
