In the present invention, a service server generates a first smart contract programmed so as to be capable of executing the imparting of an incentive to a user when a goal indicated in generated challenge content is achieved (S12), generates first transaction data that includes the first smart contract, and transmits the first transaction data to a first authentication server. The first authentication server executes a consensus algorithm, records the first transaction data in a distributed ledger, and puts the first smart contract into operation (S13). The first authentication server notifies the apparatus used by the user about the challenge content (S14). The first authentication server acquires, from the apparatus, second transaction data that includes first challenge content selected by the user as content to be registered (S15), and executes the consensus algorithm to thereby record the second transaction data in the distributed ledger (S16).
