The purpose of the invention is to simplify, in a product having various functions, such as a household appliance, a processing configuration in which contending requests output from functions to a device are arbitrated, and enhance maintainability and scalability. Operation requests output by each function execution section (12) are input to a phase predetermined for the function execution section (12) among a plurality of phases included in a middleware section (20). The middleware section (20) generates an operation request in which contention between the input contending operation requests are arbitrated according to predetermined arbitration information, sequentially from the top phase, and inputs the generated operation request to the next phase. A device control section (30) controls the operation of the device according to the operation request generated in the last phase.
