Abstract:
The present invention provides a technique that is for converting a series of integral values to be used for encoding/decoding, and that can encode even a series of integral values including small values which are not zero and having a distribution greatly biased to smaller values by using a small number of average bits. The present invention is provided with: a unary-coding unit that acquires a code string of unary codes obtained by unary-coding a series based on inputted non-negative integral values; a bit inversion processing unit that substitutes a bit value "1" and a bit value "0" respectively for a bit value "0" and a bit value "1" of respective bits of the code string having undergone the unary-coding, and acquires a substituted code string; and a unary-decoding unit that performs unary-decoding on the substituted code string and acquires a series based on non-negative integral values.
