Abstract:

[Problem] The present invention addresses the problem of providing a cosmetic or an external skin preparation having exceptional water resistance, abrasion resistance and sebum resistance in an aqueous condition, and abrasion resistance and flexibility in an oil-based condition, as well as reduced odor (irritating odor) unique to a polymer, an exceptional makeup lasting effect, and an exceptional styling effect. [Solution] The present invention relates to a cosmetic or an external skin preparation in which an aqueous polymer emulsion containing a film-forming polymer is blended, the cosmetic or external skin preparation being characterized in that the elongation at break of a dry film of the film-forming polymer at 23°C is 700-2800%, and the concentration of a volatile organic compound in the aqueous polymer emulsion is 2000 ppm or lower.
