A counting method and apparatus. The method comprises: a core network element acquiring an identifier of a first terminal device and first information, wherein the first information is used for determining one or more second terminal devices on which an operation is to be executed, the first terminal device is used for executing the operation on the second terminal device, and the second terminal device is an ambient device; the core network element sending the first information to the first terminal device; and the core network element receiving a result of the first terminal device executing the operation according to the first information. By means of the design, a core network device controls a first terminal device to execute an operation on a second terminal device, such that the timeliness of the counting of an Internet-of-Things terminal is ensured when the Internet-of-Things terminal moves within a larger range.
