Disclosed is a cover with a safety device, for loading on/unloading from a tubular outlet of a packaging container by means of a rotating manner. The cover comprises a cover body (1) and a handle ring (2), the cover body and the handle ring being connected via a first fixing wing (21). The cover further comprises a safety outer hoop (3) and safety jaw members (4), wherein the safety outer hoop is fixed to an outer periphery of a lower end of the cover body; the safety jaw members are a plurality of safety jaw members, which are distributed on an inner side of the safety outer hoop in a ring shape, the safety outer hoop being provided with notches corresponding to the safety jaw members; and each of the safety jaw members comprises a fixed end and a meshing end, and when the cover is unscrewed, the meshing ends mesh against pawls, such that the meshing ends rotate around the fixed ends without recoverability. The safety outer hoop has the function of protection, and after the safety jaw members are destroyed, the safety jaw members can be restricted on an inner side of the hoop, thereby avoiding forming a sharp protrusion. The damage to the safety jaw members can be detected by watching from the side via the notches of the safety outer hoop.
