A CPU frequency-adjusting method and device, and a processing apparatus, capable of reducing the impact of frequency adjustment on operating efficiency of a CPU. The frequency-adjusting method comprises: acquiring an operating temperature of a CPU (S110); if the operating temperature is greater than or equal to a thermal protection threshold, then within each frequency-adjusting period of multiple consecutive frequency-adjusting periods of equal duration, using at least two frequencies to respectively serve as the highest operating frequency for the CPU to operate in for at least two sub-periods in each of the frequency-adjusting periods, the at least two frequencies being in a one-to-one correspondence with the at least two sub-periods, wherein the at least two frequencies comprise a first frequency and a second frequency, the first frequency being lower than or equal to the highest operating frequency of the CPU during normal operation, and the second frequency being lower than the first frequency (S120).
