The present application provides a data scheduling method and apparatus for cooperative transmission. The method comprises: a terminal device receives first scheduling information from a first network device, and after forwarding the first scheduling information, the terminal device receives N first DCIs comprising the first scheduling information and sent by N network devices again, and then transmits data with the N network devices on a first time-frequency resource. The first scheduling information comprises the first time-frequency resource, a first modulation and coding scheme (MCS) order, and a first transmission layer quantity. The N network devices comprise the first network device, the first network device is a master network device, and N is an integer greater than 1. By the method of the present application, scheduling information sent by a first network device can be forwarded to cooperating network devices by means of a terminal device, thereby ensuring the unification of scheduling information among the cooperating network devices, and achieving cooperative transmission of cooperative devices with non-ideal backhaul.
