The present application belongs to the technical field of communications. Disclosed are a data transmission method for a communication system, and a terminal and a network-side device. The data transmission method for a communication system in the embodiments of the present application comprises: a sending-end device receiving, on a first protocol layer, a first data packet of a first plane from a second protocol layer; the sending-end device generating, on the first protocol layer, a protocol data unit (PDU) of the first protocol layer on the basis of the first data packet, wherein the PDU comprises first indication information, and the first indication information is used for indicating the second protocol layer; the sending-end device submitting, on the first protocol layer, the PDU to a third protocol layer, wherein the third protocol layer is the next layer adjacent to the first protocol layer, and the third protocol layer comprises at least one of the following: a PDCP layer, an SDAP layer and a tunnel protocol layer; and the sending-end device sending the PDU by means of a first plane bearer, wherein the first plane bearer is used for transmitting data of the first plane.
