According to the present invention, the volume resistivity of a contact member that contacts the surface of a developer carrier is no more than 1014 Ω⋅cm, and a developer satisfies the following conditions. Outside of an image formation device, when a potential difference has been formed between the surface of a rotatable rotary member and an abutting member that abuts the surface of the rotary member, the resistance value of each of the rotary member and the abutting member is no more than 1.0×104 Ω, but i) when the rotary member is stopped and the developer is sandwiched between the the rotary member and the abutting member, a measured first resistance value is 1.0×105–1.0×108 Ω, and ii) when the rotary member is rotated at 200 mm/s relative to the abutting member and the developer is sandwiched between the rotary member and the abutting member, a measured second resistance value is in the range of the first resistance value and is at least 40% of the first resistance value.
