In the present invention, an acquisition unit (184) acquires an adjustment period in which the demand and supply of power is adjusted, and an adjustment power which is the power that is adjusted during the adjustment period. The object-for-adjustment determining unit (185) puts out a request for storage batteries for adjustment that are charged or discharged at a prescribed power cost during the adjustment period, and determines a storage battery for adjustment from amongst the storage batteries that respond to the request, on the basis of the adjustment power. During the adjustment period, a control unit (186) charges or discharges the storage battery for adjustment at the prescribed power cost, and charges or discharges storage batteries not for adjustment, which are different to storage batteries for adjustment, at a power cost that is different to the prescribed power cost.
