Abstract:

This device has: a voltage detection IC that measures the output voltage of each cell; a discharge circuit (40) that is provided to each cell and that discharges the output voltage of the cell; and a main microcontroller (33) that determines the amount of remaining voltage of a secondary battery (13) on the basis of the output voltages of the cells measured by the voltage detection IC, determines whether or not the amount of remaining voltage is a predetermined remaining amount, determines a difference value resulting from subtracting a predetermined baseline voltage from the output voltage of each cell measured by the voltage detection IC, and averaging the voltages output by the discharge circuits (40) when there is a cell for which the difference value is at least a first voltage threshold value. When the amount of remaining voltage is not the predetermined remaining amount, the main microcontroller (33) executes averaging processing after a first wait time has elapsed from the previous averaging processing, and when the amount of remaining voltage is the predetermined remaining amount, executes averaging processing after a second wait time has elapsed from the previous averaging processing.
