A device for forming a composite solidified body comprises a drill rod (10), a rotary extension jet stirring arm (20), and a power device (30). The rotary extension jet stirring arm (20) comprises at least one group of stirring arm assemblies (21). Multiple drill teeth (211) and multiple nozzles (212) communicating with a grouting pipe (40) are provided on each stirring arm assembly (21). and the multiple drill teeth (211) and the multiple nozzles (212) are arranged in an alternating manner. The power device (30) is used to provide driving force to the drill rod (10). When the power device (30) is used to provide an axial movement driving force to the drill rod (10), the drill rod (10) is driven to move axially and/or an inner pipe (11) and an outer pipe (12) are driven to move relative to each other. When the power device (30) is used to provide an axial rotation driving force to the drill rod (10), the drill rod (10) drives the rotary extension jet stirring arm (20) to rotate. The device for forming a composite solidified body performs rotary cutting on a soil mass while jetting grout, and fully and uniformly mixes the grout with the soil mass by means of stirring, such that the quality of the resulting composite solidified body is stable.
