Abstract:
The invention relates to data processing systems and methods adapted for administrative purposes. The device for independent and computer-supported implementation of administrative and/or administrative procedures has at least a screen, at least one printer, at least one scanner, at least one means of payment, a unit for security verification and identification, which is preferably a camera and/or a fingerprint reader fingerprints and/or any other suitable sensor or algorithm for user identification, energy source and system for providing an Internet connection. The device also has a processor configured to: − implementation of a computer-supported program for the implementation of procedures; − connection with the appropriate back information system, such as eAdministration, Slovenian Business Point, eTax, eSpatial Planning, eJudiciary and the like; − communication with other components and systems; and − execution and control of all steps of user identification, the selected procedure and payment, as far as this is necessary.

Patent claims

1. A device for independent and computer-supported performance of administrative and/or administrative procedures, characterized in that the device comprises at least the following components installed inside a housing:

- a screen or a touch screen (2), and optionally a keyboard,

- at least one printer (4, 7) for printing certificates and/or documents;

- at least one scanner (6) arranged to read an identity card and/or identification documents and/or documents attached to a application of a user of the device;

- at least one payment means (5) for payment of administrative fees and other payments, wherein payment is possible in any suitable way, such as card, cash, contactless payment;

- a processor configured to run a computer-supported program for carrying out administrative and/or administrative procedures, for connecting to the appropriate back-end information system, for communication in the secure Network, which provides the user with a secure information service and connection to the back-end systems of the state, and implementation and control of all steps of user identification, selected procedure and optionally payment;

- a unit for security verification and identification, which is preferably a camera (1 ) and/or a fingerprint reader (8) and/or any other suitable sensor or algorithm for user identification;

- a connection to the back information system, for example: o eGovernment; o SPOT (Slovenian Business Point); o eTax; o eSpatial Planning; o eHealth; o eJudiciary; o or any other state or other appropriate portal;

- wherein the device operates in a secure network or any other suitable network and has access at least to a central population register, optionally to other databases kept by state authorities and all other authorities, such as, for example: civil registry, register of spatial units, land register, prescriptions, referrals, surveys, tax returns;

- a power supply for powering the device, and

- a system for providing an Internet connection and continuous or on demand connection to the network with appropriate security conditions. The device of claim 1 , further comprising:

- a microphone and a speaker; and/or

- a reading unit adapted to read data from portable media such as USB key, SD cards and other similar media. The device according to claim 2, where a connection to a call center or direct assistance to the user is enabled via the microphone and the speaker. The device according to any one of the preceding claims, wherein the processor is configured to perform at least the following steps:

- user recognition and identification;

- preferably checking of liveness of the user;

- optionally, implementation of additional security protocols related to user identification, wherein these are related to SMS pass, digital certificate, SMS code, biometric data analysis algorithm, liveness analysis, fingerprint reader and the like;

- service selection, wherein the preferred options are: services for natural persons, services for legal persons, medical services, and similar/other;

- in accordance with the selected service in the previous step, connection to one or more back-end systems;

- selection or a simple search of a procedure within the selected service and the related back-end system;

- automatic entry of data accessible from other databases, such as the central population register, civil register, register of spatial units, land register, prescriptions, referrals, reports, tax returns and the like; - data entry by the user;

- systematic implementation of all steps of the procedure;

- optionally, adding documents that can be scanned with a scanning device integrated in the device and/or via a unit adapted to read data from portable media such as USB keys, SD cards and other similar media;

- optionally, payment of official fees in any suitable way, preferably using bank and/or credit cards. The device according to any of the preceding claims, wherein the device comprises:

- a sheet metal housing, inside which hardware and software for data processing and communication with back-end systems is installed, including a system for providing an Internet connection;

- the camera, preferably an HD camera (1 ) provided in an upper part of the front of the housing, said camera (1 ) is arranged for photographing and facial recognition, and preferably security and identification of possible abuses;

- a touch screen (2) provided directly below the camera for direct user interaction with the device;

- the microphone and the speaker installed under the screen (3);

- a first opening with the first printer (4) for printing the invoice or receipt for the payment of the administrative fee;

- a second opening with at least one slot (5) for payment of administrative fees and other payments, wherein payment is possible in any suitable way, such as card, cash, contactless payment;

- a scanner (6) for scanning documents that the user attaches to the application;

- a second printer (7) for printing documents for the user;

- a fingerprint reader (8) located on the lower left part;

- a third opening with the unit (9) for reading or recognizing the identity card;

- a unit (10) arranged to read data from portable media such as USB key, SD cards and others.

Description:
A DEVICE FOR INDEPENDENT AND COMPUTER SUPPORTED PERFORMANCE

OF ADMINISTRATIVE AND/OR ADMINISTRATIVE PROCEDURES

The field of the invention

The invention relates to data processing systems and methods adapted for administrative purposes. The present invention relates to a device for independent and computer-supported performance of all, especially administrative and/or administrative procedures, which must otherwise be carried out with the state and its bodies, such as administrative units, municipalities, ministries or similar institutions.

Background of the invention and the technical problem

Administrative and all other procedures are intended to regulate procedural relations between authorities and other participants in administrative or special proceedings, when decisions are made on administrative or other matters, that means rights, legal benefits or obligations in the field of administrative and other law. The vast majority of administrative procedures are conducted by administrative units and municipalities, some also by government offices and other bodies in the composition of government and holders of public authority, who are systemically responsible for decision-making on administrative and other matters. The most everyday administrative procedures are conducted at administrative units and municipalities, these include the issuing of personal documents, passports, driver's licenses, residence and work permits for foreigners, approval of admission to citizenship of the Republic of Slovenia, weapons certificates, extracts from birth registers, certificates on the purposeful use of land, location information, opinions before issuing building permits, access to public information, co-financing of the construction of small municipal sewage treatment plants, changes and additions to spatial plans, performance of location verification, environmental pollution with noise and others. Furthermore, administrative units also issue building and use permits, regulate approvals for legal transactions with agricultural land, public events and rights in the field of war invalids, war victims and war veterans.

By far the biggest problem, which can be felt by all participants, is the backlog in administrative procedures, which is the result of an overloaded system. Therefore, the aim of the invention is to design a device that, analogous to a bank machine, would enable the implementation of all administrative and/or administrative procedures 365/7/24, which would lead to work simplification, network expansion, process automation and optimization, and greater accessibility of administrative authority services.

State of the art

Patent application KR20200033687 relates to a processor system that operates without human assistance and includes many functions of an administrative nature. Thus, it includes a server that enables the filing of administrative complaints via the Internet. The device also has a processor adapted for user identification, a device for capturing images and a processor for performing the selected function.

Similarly, document KR20200016426 also relates to a device for processing complaints and issuing certificates, which includes a device for biometric identification of a user, in particular for identification based on a fingerprint, a decision device that processes identification information for the purpose of confirming the identification of a user of the device, having device access to the population database in accordance with all security requirements. The device can only be used to process data about the identified person and not for anyone else. As an upgrade to the solution mentioned above, document KR20200084119 also describes a component for comparing fingerprints after repeated random scanning, which additionally contributes to the correct identification of the user.

Document CN108171901 also relates to a self-service terminal comprising a processor, a power supply, a touch screen, a device for identifying a bank card, a device for identifying a terminal user, a device for capturing an image of either a user or documents for filing, as well as a printer. All the mentioned components are placed inside the basic body of the terminal. Utility model CN201413529 describes a solution for improving the efficiency of administrative processes that is connected to a district network as well as a prefecture network, where both processing units, both for the district and for the prefecture, are interconnected. IdentityOne offers commercial self-service machines for issuing new or replacement ID cards on its website https://www.identity-one.com/self-service-issuance/. Wavetec also offers and describes the same on its website https://www.wavetec.com/solutions/self-service-kiosks/card-i ssuance-collection- solution/. Their devices have touch screen, facial recognition and liveness detection system, smart cash acceptor, fast biometric verification system, document scanner, several other components like SIM card dispensers. The device is useful in banking services, sales and marketing, education, where students can edit their cards right on the Wavetec device, as well as in healthcare and administrative procedures, especially in connection with health insurance. The Israeli administration (https://www.gov.il/en/service/driving_license_renewal) and the US administration in some states or districts, such as Florida (https://www.pbctax.com/kiosks/) and Colorado (https://www.larimer.gov/clerk/vehiclelicensing/kiosk) also like self-service terminals where at least one of the administrative methods can be carried out, either renewing a driver's license or renewing registration. They have the most sophisticated terminal in the state of Tennessee https://www.tn.gov/safety/news/2020/9/23/driver-services- adds-new-services-to-self-service-kiosks.html, that allows a larger set of administrative procedures, namely: • Renewing the license to carry weapons; • Ordering a copy of the weapons permit; • Upgrading a weapon license for life; • Payment of certain official fees or charges;

• Renewal of a driver's license;

• Renewal of driver's license or identity card;

• Order for a duplicate driver's license or identity card;

• Changing the address, and

• Voter registration.

Like solutions therefore provide a limited range of services, which means that most procedures still require a personal visit to a state body (administrative unit, municipality, government offices or other authorized body).

Description of the solution to the technical problem

The present invention addresses the weaknesses of known solutions and represents a comprehensive solution for combining the implementation of administrative and/or administrative procedures without the intervention of a responsible official. The solution to the technical problem is defined in independent claims, wherein preferred embodiments of the invention are defined in dependent claims.

The device for independent and computer-supported implementation of administrative and/or administrative procedures, which must otherwise be carried out at administrative units, government offices or similar institutions, includes at least the following components installed inside the housing:

- a screen or a touch screen, and optionally, a keyboard, especially if the screen is not a touch screen;

- optionally a microphone and a speaker;

- at least one printer arranged for printing certificates and/or documents;

- at least one scanner arranged to read an identity card and/or identification documents and/or documents attached to the application of the user of the device;

- optionally, a unit adapted for reading data from portable media, such as USB keys, SD cards and other similar media;

- at least one means of payment adapted for the payment of administrative fees and other payments, wherein payment is possible in any suitable way, such as card and contactless, and cash only in exceptional cases, in order to exclude the risk of vandalism or robbery;

- a processor configured to run a computer-supported program for carrying out administrative and/or administrative procedures, for connecting to the relevant back-end information system, for communication in the secure Communication Network of State Authorities (such as Communication Network of State Authorities (HKOM - the governmental network in Slovenia)) and implementation and control of all steps of user identification, selected procedure and payment, if necessary;

- a unit for security verification and identification, which is preferably a camera and/or a fingerprint reader and/or any other suitable sensor or algorithm for user identification;

- connections to back-end information systems, such as, for example: o eAdministration (https://e-uprava gov.si/); o SPOT - Slovenian Business Point ( htps : //spot. gov : s i/) : o eTax (htps://edayki.durs.si); o eSpatial Planning (https://eprostor.gov.si/); o e Health (https://zvem.ezdrav.si/); o eJudiciary (https://evlozisce,sodisce,si/esodstvo/index,html) o or any other state portal, wherein the device works in internet network and has access to the central population register and other databases of state and other authorities or holders of public authority:

- source of energy and

- a system for providing an Internet connection and continuous or as needed connection to the network with appropriate security conditions.

According to a possible embodiment of the device, a connection to a call center or direct assistance to the user is also possible, which can be done in any known way.

The device according to the invention differs from known solutions in that it has a processor that is suitably programmed to perform the following steps of the procedure for performing administrative and/or administrative procedures:

- user recognition and identification; - preferably checking of the user's liveness;

- optionally, implementation of additional security protocols, protocols related to user identification, wherein these are related to SMS pass, digital certificate, SMS code, biometric data analysis algorithm, liveness analysis, fingerprint reader and the like;

- service selection, with priority possible: services for natural persons, services for legal persons, medical services, and the like;

- in accordance with the selected service, the device is connected in any known way to one or more back-end systems, preferably eAdministration (https://e- uprava.gov.si ) for natural persons; SPOT (Slovenian Business Point) (https://spot.gov. si/) for legal entities or eHealth (https://zyem . ezdrav. si/) for health- related services for natural persons;

- selection of the procedure within the framework of the service selected in the previous step and the related back-end system, while the device has no restrictions on connecting to different back-end systems;

- after identification, the back-end systems fill in the fields via other state databases (CPR - central population register, register of households, register of spatial units, land register, prescriptions, referrals, reports, tax returns, etc.) so that the user does not need to enter them, since these are data, which the state or its authorities already have about the user in their back end systems;

- entering data into the forms, according to the procedure selected in the previous step, wherein the data can be entered manually or automatically, which is done on the basis of identification data through the connection of the back-end system with other state databases, such as the registry, CPR, register of spatial units and the like;

- systematic implementation of all steps of the procedure;

- if necessary, adding documents that can be scanned with a scanning device integrated in the device and/or via a unit adapted to read data from portable media such as USB keys, SD cards and other similar media;

- if necessary, payment of official fees in any suitable way, preferably by bank and/or credit cards. In general, any process with the device according to the invention is carried out in the following way: a) identification of the user; b) selection of the desired processing procedure, which depends on which back-end system the device will connect to, for example, creating an identity card, income tax return, land information, etc...; c) connection with the selected back-end system, which already has certain procedure steps; d) execution of the selected procedure according to standard steps, wherein some data can be filled/filled automatically based on the data in the central register or any other database managed by the state and other competent authorities; e) after the completion of the procedure on the device, which may include the payment of an appropriate official fee, the case is sent to a clerk with the shortest/minimum queue, the classification of the clerk with the smallest volume of work/queue is done in known ways; f) the clerk processes the application and takes the appropriate steps; g) to the extent that everything is carried out, the user is notified and the notification or service of documents is carried out in known standard ways; h) in case something is missing in the application, the clerk asks for corrections, wherein the corrections can be filed in the standard way or again using the device according to the invention.

Identification is first required for the device to work. If registration or user identification is not successful, the process cannot be carried out. The condition for the device to work is that the user is a home citizen, as the state authorities do not have appropriate connections to the bases of other countries for foreigners, and as a result the use of the device is not possible. According to the preferred embodiment, the user approaches and identifies himself by inserting a biometric or ordinary ID card into the opening.

Newer types of ID cards contain fingerprint data, a digital certificate and a photograph of the natural person. Depending on the type of procedure, the level or complexity of user identification (two- or multi-level) is determined accordingly. When a person inserts an ID card into the machine or performs other identification, the system verifies his identity via the device's camera. The photo taken by the applicant when using the device is compared with the data in the central population register and the photo on the identity card. In the case of a machine mismatch between the two photos (from the ID card and the one from the device), the authority or an employee of the authority determines the identity before the start of consideration of the citizen's application.

Identification can also be done in some other way. It is desirable to use at least two- level identification (that is: double layer identification), either Social Security Number + GSM confirmation code; e-mail + GSM confirmation code; NFC technology; with a password generator, secure ID, digital certificate or other appropriate system.

In addition, a liveness check can be performed to prevent unauthorized persons from performing procedures by showing a printed image of a person in front of the camera. The liveness check can be carried out upon identification or the process can be brought to the end and completed (submit the request to the authority), and the device takes a photo and/or video for additional verification and attaches it to the application/form. Determining the identity itself can, depending on the procedure and the level of security in this procedure, be done mechanically or manually, so that the employee/referent handling the procedure does an additional check to see if the claim/application has been submitted by a legitimate person. In case of non-compliance, the claim is rejected.

Identification in the same way as for natural persons also takes place for legal persons: The identity of the authorized person of the legal person is checked in the same way as above - as for natural persons (the user will never be a legal person, but a natural person authorized to perform certain actions on behalf legal entities) Here, too, the additional matching can be confirmed or rejected by the employee who manages the procedure. In case of doubt, the applicant's identity can still be verified in person at the authority or by an employee of the authority, before the application of the authorized representative of the legal entity is considered. After identification, the device offers the user areas that are divided into sub-areas and lower until the procedure he wants to perform is reached. The software of the device, which connects/unites all back-end systems, is also designed so that the user can reach the desired procedure and perform it after completing the identification with a simple search engine that looks for procedures by root words.

It is also possible to carry out procedures on behalf of someone else. If there is an authorization in the question - e.g. I work instead of my mother, then not all procedures will be possible, the power of attorney is deposited with the authority or on the device, and the clerk checks whether the power of attorney is correct before starting the procedure and/or before completing it. If the clerk feels that the power of attorney is not legitimate, then he asks for the original or for personal notification.

After successful identification, the system connects to back-end systems (eAdministration, SPOT (Slovenian Business Point), eHealth, eTax, eSpatial Planning and others) and in connection with the databases contained in these systems, and recognizes the user.

Depending on the type of procedure, it is determined in the system whether the local authority of an individual authority is required or only material jurisdiction. If local jurisdiction is not required, the system itself suggests submitting the application/request to the authority that has the shortest time to process or resolve the matter. This classification is carried out in any manner known to a person skilled in the art.

The present invention enables the enforcement of procedures, rights, obligations and duties of natural and legal persons with the state and its authorities and holders of public authority. Authorities can be any authorities selected from a group that includes state authorities, state administration authorities, administrative units, judicial authorities, local communities, government offices, agencies, funds, insurance companies, as well as banks and similar financial organizations or systems. The device must be connected to at least one back-end system of at least one authority, preferably to several, as this enables an even larger set of possible services or procedures that are performed on the device according to the invention.

With appropriate programming of the processor and connection to additional back-end systems, the device can be upgraded for other types of services, such as, for example:

- ordering health services, preferably in such a way that it is possible to choose the provider and service where the waiting time is the shortest;

- conducting elections and referendums, which would simplify procedures and reduce costs;

- co-decision of citizens on certain issues;

- everything else, where natural or legal persons fill out various forms before state or other authorities to assert their rights, duties, obligations or other.

The device can be installed in any suitable place (such as: remote places, shopping centers, gas stations, etc. in a manner similar to ATMs), but it can also be inside the administrative unit itself or another department, where administrative and/or administrative procedures are otherwise carried out.

The invention enables more efficient and faster work, faster processing of applications and shortens waiting times. At the same time as the arbitrary placement of the devices, the network of services that citizens/users can perform on the device and their accessibility is expanding.

The device and its components and systems also allow the connection of other institutions, such as public companies. For example, a utility company can connect to its back-end system and thereby enable the regulation of procedures from the device according to the invention. An example of such use can be ordering a larger garbage container, registering new residents in the apartment for measuring water consumption, amount of waste, and the like. The invention will be described in further detail based on exemplary embodiments and figures, which show:

A preferred embodiment of the device comprises:

- a sheet metal housing, inside which is installed the appropriate hardware and software that serves data processing and communication with back-end systems, including a system for providing an Internet connection; - a power supply or energy source;

- in an upper part of the front of the housing, a camera, preferably HD camera 1 for photography and facial recognition, said camera mainly intended for security and identification of possible abuses; - a touch screen 2 directly below the camera for direct user interaction with the device;

- a microphone and a speaker placed under the touch screen 3;

- a first opening with a first printer 4 for printing an invoice or a receipt for the payment of the administrative fee;

- a second opening with at least one slot 5 for payment of administrative fees and other payments, wherein payment is possible in any suitable way, such as card and contactless payment (with the exception of cash);

- a scanner 6 for scanning documents that the user attaches to the application;

- a second printer 7 for printing documents for the user;

- a fingerprint reader 8 located on the lower left part;

- a third opening with a unit 9 for reading or recognizing the identity card;

- a reading unit 10 arranged to read data from portable media such as USB key, SD cards and others.

The processor of the device is adapted to perform at least the following steps:

- user recognition and identification;

- preferably checking of the user's liveness;

- upon request, implementation of additional security protocols, protocols related to user identification, wherein these are related to SMS pass, digital certificate, SMS code, biometric data analysis algorithm, liveness analysis, fingerprint reader and the like;

- service selection, with priority possible: services for natural persons, services for legal persons, medical services, and the like;

- in accordance with the selected service, the device is connected in any known way to one or more back-end systems, which are preferably, for example, eAdministration for natural persons; SPOT (Slovenian Business Point) (https://spot.gov. si/) for legal entities or eHealth

(https://zvem . ezdrav. si/) for health-related services for natural persons;

- selection of the procedure within the framework of the service selected in the previous step and the related back-end system; - after identification, the back-end systems fill in the fields via other state databases (CPR, register of households, register of spatial units, land register, prescriptions, referrals, reports, tax returns, etc.) so that the user does not need to enter them, since these are data, which the state or its authorities already have about the user in their systems;

- data entry in the form for the procedure selected in the previous step, wherein the data can be entered manually or automatically, which is done on the basis of identification data through the connection of the back-end system with other state databases, such as the registry, CPR, register of spatial units and similarly;

- systematic implementation of all steps of the selected procedure;

- optionally, adding documents that can be scanned with a scanning device integrated in the device and/or via a unit adapted to read data from portable media such as USB keys, SD cards and other similar media;

- optionally, payment of official fees in any suitable way, preferably by bank and/or credit cards.

Figures 2 to 7 show different variants of the method for performing administrative and/or administrative procedures according to specific cases. These examples only serve to illustrate the use of the device according to the invention and are not limiting, since different derivations can be performed depending on the type of administrative, administrative or any other procedure selected.
