Disclosed is a display element wherein display/non-display of a desired design can be switched smoothly. The display element has a memory function and high display contrast, is able to be driven at low voltage with a simple constitutional structure, and can be configured to have a large area. Also disclosed is a color electronic paper using the display element. The display element is characterized in that a design display layer that contains an organic-inorganic hybrid polymer represented by formula (I) or the like, and a polymer gel electrolyte-containing layer are provided between a transparent substrate having a surface electrode and a substrate having a backside electrode that faces the surface electrode. (In the formula, M represents a metal ion; X represents a counter anion; R represents a spacer containing a carbon atom and a hydrogen atom or a spacer directly connecting two terpyridyl groups; R1-R4 each independently represents a hydrogen atom or a substituent; and n represents a polymerization degree that is an integer of not less than 2.)
