A display panel testing device and a display device. The display panel testing device comprises a test signal input end (110), a shorting bar (111), N unidirectional conduction components (112), and N electrically conductive lines (113); a display panel test signal input from the test signal input end (110) sequentially passes through the shorting bar (111), the unidirectional conduction components (112), and the N electrically conductive lines (113) and is then output to a display panel to test the display panel.
