A display substrate (100), a package substrate (400) and a display device. The display substrate (100) comprises a base (10), a plurality of light-emitting unit groups located on the base (10), a light-transmitting layer (20) located on the base (10), a light-shielding layer (30) located on the light-transmitting layer (20), and a packaging cover plate (40) located on the side of the light-shielding layer (30) facing away from the base (10), wherein each light-emitting unit group comprises a plurality of light-emitting units (50). The light-shielding layer (30) is provided with a plurality of openings (31). The orthographic projection of each light-emitting unit (50) on the base (10) is located within the orthographic projection of each opening (31) on the base (10). The light-transmitting layer (20) covers the light-emitting units (50). The light-transmitting layer (20) is partially located between the light-shielding layer (30) and the base (10), and is partially filled in the openings (31). The display device comprises the display substrate (100).
