A distributor and a heat exchanger according to the present invention are obtained by stacking: a first plate-shaped body in which there is formed a first through-hole; a second plate-shaped body in which there are formed a first hollow portion continuous with the first through-hole, a plurality of second hollow portions continuous with the first hollow portion, and a plurality of third hollow portions continuous with the plurality of second hollow portions; and a third plate-shaped body in which there are formed a plurality of second through-holes continuous with the plurality of third hollow portions. The first hollow portion has a long and narrow shape having a major-axis direction that is the direction of flow of a fluid and a minor-axis direction orthogonal to the major-axis direction in an imaginary plane orthogonal to the stacking direction. The plurality of second hollow portions have long and narrow shapes having a major-axis direction that is the direction of flow of the fluid and a minor-axis direction orthogonal to the major-axis direction in an imaginary plane orthogonal to the stacking direction. A first length L1 that is the minor-axis-direction dimension of the first hollow portion is formed to be greater than a second length L2 that is the minor-axis-direction dimension of the plurality of second hollow portions.
