A door opening and closing apparatus, comprising: a drive mechanism (200), a door rotating mechanism (400), a door pushing mechanism (500) and a hovering mechanism (600); the drive mechanism (200) comprises a linkage wheel (300), the linkage wheel (300) being rotatably arranged on a base (900), a limit slot (320) being provided on a peripheral surface of the linkage wheel (300), and the limit slot (320) having a door pushing surface (322) along a circumferential direction of the linkage wheel (300); the door rotating mechanism (400) is connected to the linkage wheel (300) and a door body (13); the door pushing mechanism (500) comprises a door holding member (520) movably disposed on the base (900); and the hovering mechanism (600) is movably disposed on the base (900). An electrical device having said door opening and closing apparatus is also provided. The door opening and closing apparatus can at least solve to a certain extent the technical problem of a door opening and closing apparatus of an electrical device not being able to maintain a door opening state after the device is shut down.
