Provided is a double-sided adhesive sheet (1) for surface protective panels, which is provided with a transparent resin film (11), an acrylic adhesive layer (12) that is laminated on one surface of the transparent resin film (11) and is configured of an acrylic adhesive, and a silicone adhesive layer (13) that is laminated on the other surface of the transparent resin film (11) and is configured of a silicone adhesive, and wherein: the acrylic adhesive has a loss tangent at 23°C of 0.3-1.0; the acrylic adhesive layer (12) has a thickness of 25-100 μm; and the silicone adhesive layer (13) has an adhesive power to alkali-free glass of 10-300 mN/25 mm. This double-sided adhesive sheet (1) for surface protective panels is used for a display-side surface of a mobile electronic device. A surface protective panel which uses this double-sided adhesive sheet (1) for surface protective panels is not susceptible to remaining of air bubbles even if bonded to a display by hand by an end user, and can be easily removed from the display.
