The present invention relates to a drive motor provided with a slim BLDC motor vertically mounted in a housing and a swivel actuator using same. A swivel actuator according to the present invention comprises: a cylindrical housing including a hollow cylindrical part protruding from the bottom of the center thereof; a drive motor which is disposed on the bottom surface of the housing and includes a first cylindrical worm gear integrally formed at the outer circumference of a cylindrical extension part of a rotor; a first and a second gear train in which a second and a third worm wheel gear-coupled to the outer circumference of the first worm gear are formed at one-side portions of a first and a second power transmission shaft, and a second and a third worm gear are formed at the other side portions thereof; a first and a second pinion gear unit in which a fourth and a fifth worm wheel gear-coupled to the second and the third worm gear are formed at the lower ends of a first and a second support shaft, respectively, and a first and a second pinion gear are formed at the upper ends of the first and the second support shaft, respectively; and a rotation table in which the first and the second pinion gear are gear-coupled to a ring gear formed in a side surface part thereof to rotate.
