The electrochemical cell according to the present disclosure is provided with: a casing whereon an inflow opening and an outflow opening are provided; a bipolar film laminate wherein two or more bipolar films are laminated so as to face each other; electrodes disposed so as to sandwich the bipolar film laminate; and a first diffusion member disposed between the inflow opening and the bipolar film laminate and provided with through holes linking the inflow opening and the bipolar film laminate. The through holes provided in the peripheral parts of the first diffusion member are formed such that the opening area thereof is larger than the through holes provided in the center part. Thus, the through flow of water can be made uniform and water treatment can be implemented efficiently.
