As shown in Fig. 2, an electronic capital small and medium-sized enterprise support system (A) provides an electronic capital issue database (2) containing information on a contribution source company (6), a supported company database (3) for managing supported company information, consumer IDs, an investment amount, or the like, and a consumer database (4) containing consumer information and the electronic capital retention amount of each of the consumer IDs on a Web server (10) accessible through an Internet connection (11). The Web server (10), when a consumer (5) of the consumer IDs purchases an article (62) at a store (61), acquires payment information to issue an investable electronic capital on behalf of the contribution source company (6). The Web server (10), when receiving an investment request from the consumer (5), updates the investment amount to a supported company ID of the consumer IDs after the support amount equivalent to the investment amount has been paid to a supported company (7). As a result, the consumer (5) can invest the electronic capital to the supported company (7) which is a small and medium-sized enterprise without preparing any investment funds on the consumer's own. The supported company (7) can also raise funds.
