A touch panel of an electronic device, comprising a bottom plate, an elastic layer, a circuit board, and a decorative layer stacked in sequence, a side of the circuit board facing the elastic layer also being provided with a triggering member. The elastic layer comprises a frame, and an action member, a connecting part and a supporting part connected in the frame, the supporting part forming a supporting point protruding to a side of the bottom plate by means of elastic bending, and the supporting point possibly being supported on the bottom plate; the connecting part is arranged along a circumferential direction of the action member, elastic arms being connected between the connecting part and the frame, between the connecting part and the action member, and between the connecting part and the supporting part, and the supporting part and the elastic arms being able to elastically deform and generate a rebound force after being pressed. The elastic arms ensure the overall linkage performance of the elastic layer, so that after any position of the touch panel is pressed, the pressing force can be transmitted to the action member and act on the triggering member to trigger the triggering member, thereby implementing global touch for the touch panel by means of the arrangement of the mechanical structure, effectively improving user experience, ensuring stable performance, and reducing the probability of failure. Also disclosed is an electronic device.
