An electronic device according to an embodiment comprises: a communication circuit; and at least one processor operatively connected to the communication circuit, wherein the at least one processor can: identify a failure in a tracking area update (TAU) procedure; identify whether the TAU occurred due to a handover if the TAU can be reattempted; and transmit an uplink packet if the TAU occurred due to the handover.
