An electrophotographic photosensitive body which is provided with: a cylindrical base; a charge injection blocking layer that is formed on the cylindrical base; a photoconductive layer that is formed on the charge injection blocking layer; and a surface layer that is formed on the photoconductive layer and has a surface roughness satisfying Str ≥ 0.67.
