Abstract:
This encoding device (100) is provided with a circuit and a memory connected to the circuit, wherein, when operating, the circuit performs a calculation which includes a product and in which a plurality of discrete integer values are taken as the calculation result, and thus, one of the plurality of discrete integer values is derived as a quantization parameter threshold, a quantization parameter value of the current block is determined by using the quantization parameter threshold when an orthogonal transform is skipped for the current block of an image, and the current block is encoded by using the quantization parameter value.
