Provided are an end-of-discharge voltage correction device and an end-of-discharge voltage correction method whereby an end-of-discharge voltage is appropriately corrected. An end-of-discharge voltage correction unit calculates an end-of-discharge voltage VL by subtracting I × RO and ITD × RP from an end-of-discharge open voltage VLOC, where I × RO is the product of the discharging voltage I and ohmic resistance RO of a block, and ITD × RP is the product of the time-delayed discharging voltage ITD and polarization resistance RP of said block. The ohmic resistance RO increases as an equivalent cycle count CY increases, and increases as a healthy/parallel number NPH decreases. The amount ΔCY by which the equivalent cycle count CY increases each charge/discharge cycle increases as the discharge depth DD increases. The healthy/parallel number NPH is derived by multiplying the healthy/parallel number NPHR of a reference block by the ratio of CPR to CPS, where CPR is the capacity of the reference block and CPS is the capacity of the target block.
