An environment-friendly cigarette tipping paper and a making system therefor, relating to the technical field of cigarette products. The making system for the environment-friendly cigarette tipping paper comprises a raw paper making unit, a printing unit, a hot stamping unit, a slitting unit and a packaging processing unit. The raw paper making unit comprises a tipping paper machine; and the tipping paper machine comprises a machine body (1), a pulp flow box (2), a net part, a squeezing part, a drying part, a soft calender and a paper winder. A ventilation assembly (3) is arranged to inject clean air into cleaning rods (222), and said air flows out through cleaning holes (223) to directly impact pulp inside a homogenization roller (22), so that flowing of pulp inside the homogenization roller (22) is intensified, so as to break and disperse floccules inside under a flowing impact of airflows and the pulp, and exchange of pulp at the inner side and the outer side of the homogenization roller (22) is accelerated, so as to reduce pulp fiber accumulation inside the homogenization roller (22), thus ensuring pulp quality, and reducing the rejection rate.
